Can't open Ableton 9

Hi! After reinstalling my computer with a backup from my external hard disk drive (through time machine), i cannot open my Ableton Live 9.

A message comes up on the screen:

The folder "Decoding" in "/usr/local/share/dotnet/sdk/NuGetFallbackFolder/microsoft.csharp/4.0.1/lib/wpa 81/" cannot be created.

What should i do to be able to open my Ableton 9 again? What's the problem here? Never experienced anything like this before when starting/using Ableton.

Problems post-update After I updated my operating system, I can no longer run my sound editing software. It's telling me I already have it open on my desktop and I have to close one of them to be able to run it properly but nothing is open and I can't access any of my files saved to that software either. It's Audacity so it's not super high-end software, but I still can't get anything to open. Help please!
