deleting Albums in iPhoto in Yosimite

First Question: I have been cleaning up my iPhoto in preparation to moving to High Sierra from Yosemite 10.10.5. I would like to delete my Albums and make new ones. (at this point in time where I am now) If I delete an album, it does NOT delete the photos but only the album, correct?

Second question: I have used time machine. And I have used an external Hard drive. If something goes wrong, can I use EITHER to replace the photos in High Sierra ?

1 - yes - deleting an album does not delete the photos in the album

2 - Time Machine can restore anything you have backed up with it - How to use Time Machine to back up or restore your Mac - Apple Support - as to an external drive you can always copy what ever you have copied to it back to the Mac

First Question: Deleting an album does not delete the photos from the library. You will see this prompt, when you try to delete am album:

This will depend on what you included in the backup. Does Time Machine backup the complete driver did you exclude certain folders? How old is your iPhoto version? Before iPhoto '09 Time Machine may not have included the iPhoto library, if iPhoto has been running during the backup.

And I have used an external Hard drive.

How did you use the external hard drive? As a clone of your system drive?

I backed up only my photos to the external hard drive. I will run time machine again to make sure. ( it is a different drive ). Thanks for the info.

I intend to make a clone on another hard drive or flash drive maybe. when I get all my photos cleaned up and ready to move and all my videos , I will back them up one more time . Then I am going from Yosemite to High Sierra . Wish me luck ! Any advice will be greatly appreciated.
