Mistakenly subscriped an application

Hello,

Mistakenly,I’ve subscribed an app call working for weight loose for an one month which is worth USD 9.99 but the payment is still pending as the bank account has not enough money for making this payment. Even though I cancelled the subscription right away the payment was not reversed .Therefore I am not allowed to download or update any applications.

Simply i want to revers the this subscription amount as this app does not need for me and clear out the pending payments.

Trust someone can help me to sought out this issue.
