Apps won't download after iCloud backup

I just received my iPhone 7 and used iCloud as the backup source, it reloaded my iPhone with everything it previously had on it. It even has the apps but they are greyed out and ask to download from cloud.. when I attempt to re download them, but it keeps saying attempt failed. How do I fix this?
