Touch ID fingerprint limit reached while no fingerprints added

After servicing macbook pro 15" 2016 with touchbar and touch id with faulty keyboard I cant register any fingerprints. It says limit of fingerprints reached. Tried PRAM reset, SMC reset, xartutil --erase-all while in recovery mode, tried to add fingerprints in safe mode, even formatting all OS from drive and from internet. No luck. Spoke with apple hotline, they didint come with any other possible solution. Looks like some data kept left in touch id that I cant delete?
