Links activating above cursor in Safari

I have noticed this on both my Macs. Sometimes in Safari, the link on which the cursor is over is not where the action seems to be happening. It seems to always be above where the cursor is. It might be activating a link a few lines above, for example. Refreshing the page seems to help. Why might this be happening and can it be avoided?
