accidentally sent someone Apple Pay money

A friend as prank thought it would be a good idea to Apple Pay himself money , told me I have to wait a month for it back, is there any way to get a refund on the money?

Refund from Apple Pay I sent someone money for art pieces and art supplies. The person has not sent the items and has clearly blocked me. Is there anyway I can request a refund for the $750 or something?
