You could try to run an Apple script I posted here in the user tip section. It will copy the filenames to the title fields of the selected photos, see:

: Script: Batch Changing the Titles to the Filename w/Extension

The script above will include the Filename extension into the title. You could alternately try Ken's script, that will exclude the filename extension: Script: Changing the Title to the Filename without Extension

and all my tiles are gone, help

Do you mean, the titles are gone?

Photos will show the titles of a photo in the Info panel. You can also enable this option in the "View "menu: View > Metadata > Titles".

Then the titles of the photos will show below the thumbnails in the browser.

However, Photos handles filenames different from iPhoto. In iPhoto you would see the filename as a default title, if you did not assign a custom title. Photos does not use the filename as a default title. To use the filename as a title, you have to copy it from the Info panel (the second line with the filename) to the title line of the Info panel, the first line.

Both I upgraded my i Mac to a late 2011w/ High Sierra 10.13.3, then clicked on the old i Photo to transfer everything over to Photos... when I opened up my historical project files every title was missing... titles on my jpgs are very important to my clients and my records. In addition, Photos does not seem to have the same functional edit options...

whats up???

Every titled photo in all my files/albums, etc that transferred over are gone... when I went to View and clicked on Titles, they're no titles and if you click under the pic it say "untitled". All the jpegs are included in laboratory summary reports sent to my customers and the original pic's with titles are necessary when required in court???

Any suggestions would be helpful an appreciated...

Hum... the file/album names transferred, it's each individual jpeg tag/title/specific pic title i.e. 1-O/S Air Sample location, n/w side of property or 13-Waste water line located in Bath room west wall cavity leaking... that's what's missing on every jpeg for the last 16 years... ech's... still have the info on the external hard drive, if there was some way to get it transferred with the titles??? Really do appreciate the help.

Hum... the file/album names transferred,

I'm not talking about the album names in iPhoto or Photos.

what I mean is the name of the image file in the Finder. iPhoto used the names of the file on the disk (eg. IMG123.jpg as the tile below thumbnail, while Photo does not. It is only showing titles that are added as titles to the image.
