When will use fix this verification error?

Its not about the download. All the apps on my phone are fine. It is fully downloaded. Its just when i go to update them it keeps saying. “Verify billing information” my billing info is up to date but it keep declining. I have tried a different credit card it still won’t work. I cant use my apps because its asking me to update, which i can’t do that either. Please help me with this. I dont wana make another apple id cause ill lose all my photos and everything important on my phone.
