Apple enforces a size limit for cellular downloads of no more than 150MB. If what you want to download/update exceeds that, you'll have to do it connected to Wifi. This has nothing to do really with Verizon's unlimited data. Though it is surmised, this was put in place at the request of the cellular providers as a way of helping their users avoid using too much data.
Ya that didn’t help the app is bigger than that.
Depending upon the service wi-fi may be faster
Wi-fi may be more stable
Many still pay for cellular so downloading big files would cost them a lot.
Verizon has unlimited data now so why do I still have to find someone with WiFi to update or download a app
