Verizon has unlimited data now so why do I still have to find someone with Wi-Fi to update or download my apps on the iPhone.

Apple enforces a size limit for cellular downloads of no more than 150MB. If what you want to download/update exceeds that, you'll have to do it connected to Wifi. This has nothing to do really with Verizon's unlimited data. Though it is surmised, this was put in place at the request of the cellular providers as a way of helping their users avoid using too much data.
