I am trying to take my husbands phone number off of my apple id account but it wants to deregister the number. Im not sure why i cannot just delete it like i used to. I made him his own account and i cant add his number

I am trying to delete my husbands number off my apple id account but it says i have to deregister his number or something. I made him his own account but cannot add his number to it because it is on mine. I used to be able to just delete it but now i cant
