How can I get my purchased music from my iPad to my iPhone that have two different email accounts?

If I understand correctly you have two different iTunes Store accounts on these two phones and you want to get the music from one account onto your other device. You could do this a couple of different ways. If you do not use Apple Music you can sync the music over to the iPhone with iTunes:
Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB
You can also use Family Sharing to be able to share the content from either device to the other:
