How can I fix this problem?

I recently upgraded to an iPhone 6 and still have my iPhone 5. I saved everything on my iCloud before I sold my 5 and when I uploaded the photos onto my 6, only half of my photos uploaded.

My photos on iCloud?? Seems a while back my fam uploaded around 1200 images off my 'ol iPad2 to iCloud. Simple question but now how can I get them? When I go into Settings and then iCloud I do not see nothing that says Photos?

If iCloud Photos are enabled on the 6, make sure it's plugged in and connected to WiFi.

How can I fix this problem?
