When ever I try to change my payment To none , it won’t let me.

When ever I try to change my payment to none it won’t let me I think it’s because the credit card I used, it was a visa credit card though it was a gift card visa card so now theres no more money and I want to removed it from my phone since now it’s not allowing my to download any apps with about billing verification popping up. Please help me and tell me what to do to fix this.
