I can't hide apps from purchase history

I follow the instructions by swiping. I tap on hide. A few seconds it reappears. What's the fix?

Also, I saw the rationale in previous posts about not being able to delete a purchase from history, once purchased you can't undelete or undo that you purchased it. I would argue that you can by throwing away the receipt. I think consumers should have a write to have things removed, especially if they are raising a family and want to use family share. The only acceptable answer is that there is a system limitation--don't preach what we should or shouldn't do with our purchase history.

Sharing purchased content with Family Sharing - http://support.apple.com/HT201085 --> "Content can be hidden by family members; hidden content is not available for download." --> Hide apps for your iPhone, iPad, iPod touch, or Mac - https://support.apple.com/HT201322

Hide and unhide music, movies, TV shows, audiobooks, and books - https://support.apple.com/HT208167 - "Hiding an item doesn't hide the record of purchase." It will still appear in your purchase history. Has to be done on a computer through iTunes.

Hiding doesn't remove an item from purchase history, it removes it from lists of re-downloadable items when trying to re-download a purchase on your or another person's device such as when using Family Sharing.
