Could not create a backup. The device is showing the setup assistant

We are using the Apple Configurator 2 and Profilemanager for managing our COBO devices.

Since Feburary the provisioning of devices no longer works. We updated all Mac devices, but now we get an error

"Could not create a backup. The device is showing the setup assistant"

during applying a template to the new phone:

How to solve this issue ?
