How can I reset my ITunes purchases?

My account keeps declining my card. Even when I try another card it still declines

When adding a card, a small transaction occurs. This happens so that the system can check if the card allows Billings to go trough. If the cards do not allow that transaction to go trough, they will be declined. Also, if there is a pending charge on your account, the same issue will occur. The ideal thing to do is to try and contact Apple directly - Contact Apple for support and service - Apple Support
