You are sure that it was a genuine email from iTunes and not a phishing email :

Phishing and similar emails : Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support

Genuine iTunes emails : Identifying legitimate emails from the iTunes Store - Apple Support

Or what happens when you sign into the account on, for example, http://www.icloud.com on a browser ? Do you get a similar network ? If you are using a wifi network your location is got from the network that you are connected to, if it's location is incorrect in Apple's database you will get the wrong location on the email.

Don't post images that contain your email address (unless you like spam emails), these are user public forums - I've asked the hosts to remove it.

It's quite possible that it's you logging that's causing the popup. If you log into the account on http://www.icloud.com do you get the same popup or email ?

If this is an e-mail you received, or a popup on the screen, about the time you were actually logging in, there is probably nothing to worry about. The location in the e-mail is where your ISP reported it. If their servers are in a location distant from you, there will be a large error.
