Question: I cannot activate iMessage

I have tried so many ways to activate iMessage and it didn’t work. I tried restarting, resetting network settings, removing sim card, toggling it on and off, toggling wifi on and off, using airplane mode. I have updated to latest IOS 11 update and I use an iphone 6. My facetime works perfectly but iMessage does not. Can someone help me?
