Delete downloaded file from Files app without deleting it from iCloud?

You cannot, i.e if you delete it from iCloud, you'll delete it on all devices and iCloud. iCloud a synchronization system that basically syncs all of your data/media across of your devices. It's not like your traditional cloud-based archival systems like Dropbox, OneDrive, Box, etc.
