my phone says low on storage but I bought more storage an its still saying it

If you have a lot of Photos and you have purchased extended iCloud storage, you can use the iCloud Photo Library and the "Optimise iPhone storage" option to free up some space.

You also have the option, with the latest software versions, to unload some applications you are not using, removing the application itself, but keeping the data for later use.

since it seems that you have upgraded your iCloud storage you can try and turn on iCloud photo library and then select optimise storage so the photos will occupy less space on your device! iCloud Photo Library - Apple Support

iCloud storage doesn't add any storage to the device.

To get more storage on the device you must delete some things.
