Deleting photos off of phone but not off of cloud

Follow up on a previous question. I'm glad I read this post. I was under the impression that iCloud would store my photos after I deleted from my phone. iCloud is pretty much useless then. Giving my money to Dropbox instead.

I cloud deleted my photos . I deleted photos off of my phone and they’re not on my iCloud . What’s the point of I cloud if you can’t delete what you want off of your phone without deleting it from icloud?
