Tracphone is, essentially, lying to you. Call forwarding is a carrier feature. It is something that can be turned on or off at their end. However, Tracphone is not really a cellular carrier. They use other carriers's networks. It's possible that the network your phone is using is either Sprint or Verizon. In that case, you can't turn call forwarding on or off from the phone (why those switches are still showing is a different mystery). Those carriers use a short code to turn it off. Try dialing *73 <call> from your phone. You should hear a confirmation tone.
