Can I buy an iPad mini 4 in the US and use it in South Africa with a local network data sim?

I'm considering buy an iPad mini in the US, but I want to know that I'll be able to use it on a local network back home in South Africa.

they are not sim locked so it should work but if south Africa and usa use different LTE frequencies it may only work on 3g if it's cellular model that is
