How to change my Visa card in my account to pay for purchases?

I have an iPhone X, I like to use it. I’m from Ashgabat, Turkmenistan.

Unfortunately, only one bank in my country issue Visa cards, and now all of them are blocked - payment can’t be made (

I’ve tried to change card in my account from Turkmen card to a working card from another country (Azerbaijan), but I couldn’t - system didn’t let me do that.

Please, help me to change my card. Without it I can’t pay for my apps and iCloud store :(
