Linking debit card to apple pay

I can’t link my new Apple Pay supported debit card from Wells Fargo. I tried calling Wells Fargo and they said that everything is good on their end. My card is active and there aren’t any type of holds on it. They suggested that the problem was miscommunication between apple and visa. How do I fix this?
