Mail > Window > Connection Doctor ...
... click on any red indicator to go directly to the configuration pane for that exact interface (sender or receiver).
Keep in mind that some Email Providers do not consider 100 percent uptime a priority, and take their servers offline for backups and routine maintenance, then return them online later.
