See this support document for help with dealing with a disabled device. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support


You will need to borrow a computer, or make a Genius Bar appointment for help at the local Apple Store.

Mar 2018 - Useful tip on recovering from a disabled state if you have no access to a computer but do have access to another mobile device and a recent backup - https://discussions.apple.com/message/33099578#message33099578 - Use Find My iPhone app or computer iCloud login to erase disabled device and then restore the device from its backup.
