I find it incredible that there is no way to add as many time and key signatures to a GarageBand project as I need.

You can change the tempo and the key of a project in GarageBand, but the time fixture is fixed. I do not like it either.
But if you need to change the time signature and want more advanced features, consider to upgrade to the professional application Logic Pro X.
The fee GarageBand has many limitations compared to Apple's professional program.

I found where I could transpose to a different key. That's not quite the same as changing the key signature in a midi file. I was trying to figure out if GarageBand and eventually Logic Pro could replace my Cakewalk Sonar that was recently discontinued. So far I'm not having much joy.

I just now opened a standard midi file in GarageBand that has several different time and key signatures embedded in it. Those time and key signatures show up in the score view. Those time and key signatures are editable! Now I wonder why I can't add new ones or move them.
I tested a bit, but I cannot even open a midi file any longer at all in GarageBand 10.2, if I create a score in Finale with more than one time signature in the track.
