How to enable my ITunes after being disabeled
my account was disabeled by Apple how do I get it restarted.

If Apple disabled it you will have to contact them and see if they can/will do so.
If it's only been disabled due to other reasons (e.g. too many incorrect password attempts) try resetting its password (and then logging out and back in everywhere) : If your Apple ID has been locked - Apple Support
