Photos Unable to upload to iCloud
I have about 2,000 photos that come up, unable to upload in iCloud. These are 24mb jpeg photos. Can not find a reason why they won't upload.

Have the photos been externally edited in Luminar or using another photo editing extension?
Photos edited in photo editing extensions can be TIFFs, disguised a as .jpeg.
For example, the Insensify extension returned this large JPEG, when I edited a smaller jpg file. You can see the returned files, when you track them down in the Photos Library bundle:

Looking at the JPEG in Preview, it shows as Kind: TIFF image, so the jpeg is a TIFF in disguise. These TIIFs may not be able to upload, if they contain an unsupported color sync profile.
You can try to fix "Unable to upload" images by exporting them from Photos, then delete the photos from Photos (empty Recently deleted) and reimport them, as described here: https://support.apple.com/en-us/HT205409
Unable to Upload
The third part ("Unable to Upload 2 Items") appears if there are any photos or videos on your Mac that couldn't be uploaded to iCloud Photo Library. You might be able to fix this with steps below. Note that any edits and keywords you've applied to these photos will be lost during this process:
After you finish these steps, the library status display will show the progress of uploading these newly imported photos to iCloud Photo Library.
