Deleted songs keep reappearing and nothing shows up on iTunes on my Mac

Today, I bought a song from iTunes and since I'd previously purchased it but deleted it, the option to re-download it came up and that's what I did. But then when I went to my Music to play it, I noticed every song I'd ever purchased was in my library with the cloud button next to it to download them. When I tried to delete them, they would reappear within seconds. When I go to the Downloaded Music playlist, all of the songs I want and had earlier are there, but in the regular Songs playlist, I have my music plus all of my old songs I want to get rid of.

When I plugged my phone into my Mac to see if there was something I could do there, everything synced except now on my Mac, under Music, there is nothing except my Voice Memos. In my Settings on my phone, under Music, it's (again) only showing the songs I actually want.

Help! I have an iPhone 7 btw.
