Why i cant make online transactions with my card when all my card data is correct and i have enough money on it?

My card is Visa.

I have this error : "Your payment method was declined. Please click Billing Info and update your payment information. If you cancel you may not be able to buy until this billing issue has been resolved."

iCloud Storage/ Payment I’m trying to update my iCloud storage but it won’t let me and every time I go in to check my payment method it’s saying my visa bank card is (failed) I am putting in all the information but it’s just not letting me. I’ve tried deleting the card and adding it back it just won’t work
