Follow the "Erase your Device using Recovery Mode"instructions in this support article:

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

You may have to do it several times.

If you cannot get it to erase via recovery mode, and you have Find My iPhone turned on, you can go to iCloud.com on any computer and sign in, go to Find My iPhone, select your device, and then select Erase from there. You will have to put in your Apple/iCloud ID passcode.
