On my iCloud account, it is showing that my iCloud Drive is taking up 1.7 gb of storage, but I have nothing in my drive. My iCloud storage has been full for months because of this, and I can’t backup my iPhone. How can I fix this?

Try signing out of the device and sign back in. See if that resolves it. If it doesn't, consider reaching out to Apple Support as they'll have to intervene on their end.
