MBP Retina display not charging

I recently changed the battery to my MacBook because a notifications on the icon was showing that it was time to replace. Prior to replacing it, it got to the point where the battery would not charge. I would connect the charger and the little green light would turn on, but the battery icon would not show that it was charging and the percentage would either stagnate or drop rapidly. I would also hear this whining noise when the charger was connected. After the battery completely drained, I had it replaced but I am still unable to charge it. I've tried using other chargers but still the battery icon doesn't show it is being charged. What is wrong with it and how do I fix it?

MacBook Pro (Retina, Mid 2012), iOS 10.1.1
