Whenever I try to download an APP it say my account has been disabled for security reasons and if I reset it, it’ll still lock my account right away

Mine too. It is constant. It tells me it has been locked and then when I go to unlock and answer my security questions it makes me reset my password. I have had at least 4 passwords in the last 2 months. It also is constantly popping up on my phone for me to enter my password.

Despite what Apple recommended I think what you need is:

What to do after [or before] you change your Apple ID email address or password - https://support.apple.com/HT204071 - "After you change your Apple ID email address or password, you might need to update your sign-in information with any Apple services you're using." - Or if you're seeing persistent disabled messages or repeated requests for the password to your previous Apple ID.
