Large Photo library but want to enable iCloud Photo Library for my iPhone?

I have a 1TB Photo library, if I enable iCloud photo library how will all the photo's fit on my iPhone?

Is there a way to use iCloud Photo Library without putting all of the photos on my iPhone? The storage is almost full on my phone so i was wanting to enable the iCloud photo library. The only problem is that I have A LOT of pictures saved on my iCloud from previous phones and such. How to store new photos into the iCloud without uploading all photos onto the 32GB iPhone I do not want to upload all iCloud photos onto my iPhone 7 with 32 GB. The total of photographs is over 1,100. I turned off the iCloud photo upload. Am I able to store new photos onto the iCloud without having to download all photos? Greatly appreciate the help!
