Apple Mail Attachments as Icons by default

I have been trying for years to change the way Apple Mail displays attachments. This one of the more annoying behaviors of Apple Mail.

I have tried the Terminal command:

defaults write com.apple.mail DisableInlineAttachmentViewing -bool YES

This has zero effect on my MacBook Pro running the latest High Sierra OS. Does anyone have a verified method for accomplishing this.

MacBook Pro (15-inch, 2017), macOS High Sierra (10.13)
