None of the options work to get the photos off

None of the options work to get the photos off of my iphone7+ to a Win10 PC. I cannot use the Win Photo app, i have used 3 different PCs, multiple USB slots/cables, and have tried resetting the privacy settings - that has been fun. When i do get access it is rare and eventually stops anywhere between 10-30mins. What are some other options? This is happening on iphone to mac as well - when is there going to be an update to address this?
