Video app on iPad not working

I have an ipad mini 2 and the video app appears to have uninstalled itself. When I attempted to download it again, it says the app requires specific features not available on this device. It worked great previously. Is this apple up selling or is there a fix/update?

If your iPad Mini 2 is running iOS 10 or 11, the Videos app is gone and no longer available.

It has been replaced by the new TV App, now.
