If you have a cellular iPad, try removing the SIM card from SIM card tray located on one of the long sides of the iPad.
You may need something small and pointy to open the SIM tray if you do not have a SIM tray opener/tool.
Also, try resetting your MODEM/router by unplugging the router from power for 10-15 seconds, or so.
The re-plug-in the router and let it re-cycle itself.
In addition, try a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
