iOS photo can not see every photo in the icloud photo library

Hi, can anyone plz confirm me that after turning on icloud photo library, should iOS see all the photo in the icloud photo library or not? I can only see every photo using a MAC OS, but not a iOS, but this is not what I suppose to happen.
