Safari disappeared on iPad mini

I have an iPad mini 2 running the latest available iOS for it (11.2.6). Since yesterday, Safari is nowhere to be found. Disappeared from the dock, it’s greyed out in restrictions so I can’t enable it, doesn’t appear in the spotlight search. It flashed a couple of times on Siri’s suggested apps but quickly disappears. When I click on links - like the Siri suggested websites on the screenshot below - nothing happens. Siri can’t open it either.

From what I understand, it cannot be deleted but where is it? Does anyone have suggestions before I go and restore factory settings?

Oh well, thank you very much. It was installed for my daughter but she doesn’t really use the iPad so I just deleted both the app and the profile.

*** For anyone finding this via google, it was norton family’s management profile causing it.

Your first screenshot shows that it's hidden by Restrictions. If disabling Restrictions doesn't get it to re-show do you have a profile installed on the iPad that might be causing it to be hidden ?
