Your country has sanctioned our country.
I was able to buy an Apple gift card with great difficulty and paying a lot of money.
But now I can not use that and your system does not reset my security questions.

Apple does not do business in Iran. there is no app store or iTunes store serving Iran. It is not legal for you to purchase or download content from the app store or iTunes store serving another country.
Apple does not provide support for products being used in Iran.

You are signed in judging by your screen shot. What happens when you try to buy something? If you are in Iran, is there an App Store for Iran?
