Is FireVault on by default for new Macs?
My macbook pro 2016 (with touchbar) has FireVault on, but I don't remember enabling it.

Yes it seems Apple is trying to encourage its use, therfore you have to be paying attention during the setup process to opt out.
Use FileVault to encrypt the startup disk on your Mac - Apple Support
From terminal
Checking The Status Of Filevault encrypted, copy & paste:
sudo fdesetup status
To enable FileVault:
sudo fdesetup enable
if you want to disable FileVault :
sudo fdesetup disable
(please note your psswd will not echo)
