macOS could not be installed on your computer

After it went through 25 minutes downloading, and the bar goes about half way, before I get this message.

macOS could not be installed on your computer

Volume contains macOS or OS X installation Medis

Quit the inhaler to restart your computer and try again.

I have tried 3 times with the same results . What am I doing wrong ?
