Is it possible to put files from a Windows computer onto an iPad for use?

Its a a weird question, I know, but I was wondering if this is even possible. I am not able to access the App Store on it and I need to put FireFox on my iPad. So, I was wondering if there was a way to do so by putting it on via PC.

If you’re using iTunes 12.6.3 or below, download it from the iTunes App Store and sync it to the iPad.

If you’re using iTunes 12.7 or above and have a copy of the iOS version of Firefox on your computer, drag the ipa file to the iPad in the iTunes sidebar.

If you’re using iTunes 12.7 or above and don’t have a copy of the iOS version of Firefox on your computer, not without downgrading.

In any case, Windows software can’t be put onto an iOS device.
