iphone 6 gray bar at top and unresponsive screen

Has anyone found a permanent solution? Is Apple charging for this repair?

Pushing up at the top of the screen or tapping hard temporarily fixed the issue after repeating the process. Sometimes the issue disappears for a day or so. But then it comes back several times in a short period. What is the fix?
