You can't. You need a computer running iTunes to extract the music from the Nano, and then sync it to the Touch.
There is no way around this.
There's no requirement the computer running iTunes be a laptop or a Mac. It can be a desktop and a Windows PC.

With no computer you would need to use an iCloud enabled device to do the transfer.
Since the Nano is not iCloud enabled, there's no way to even begin to extract music from it without a computer. so nothing to transfer to the touch from iCloud.
